Local Leadership Framework for Health and Humanitarian Implementation

Executive director at The Geneva Learning Foundation

Geneva, Switzerland

About

Local leaders already carry the knowledge and authority to fix what is broken in their health systems. What they often lack is a structured way to name where they stand and decide what to tackle next. The TGLF Leadership Framework gives them exactly that: a map of nine domains of leadership practice - including adaptive leadership and critical reasoning, community trust and accountability, digital and data skills, resource mobilization, climate health and One Health, humanitarian protection and security, psychosocial leadership and staff wellbeing, networked learning, and adaptive clinical and public health practice - and three levels of growth within each, from Practitioner to Collaborator to Strategist. It was built from the collective experience behind TGLF's 2023 Manifesto for Global Health, drafted with input from more than 1,300 people who work in health.

TGLF mobilizes its complete Impact Accelerator around this framework: local and national actors use it to analyze the root causes of the leadership gaps holding back their teams and communities, develop concrete actions to close those gaps, and implement sustainable, locally-led projects - at roughly 7x the speed and 90% lower cost than conventional leadership programmes, already reaching 80,000+ health and humanitarian workers across 60+ countries, with over 80% continuing to apply the model independently after support ends.

TGLF is seeking EU partners and funding to extend this implementation model into new regions and health system contexts, and to link local leadership action directly into community health worker policy, humanitarian coordination structures, and national workforce strategy.
