National Center of Science and Technology Evaluation

The mission of National Center of Science and Technology Evaluation JSC (NCSTE) is to provide expert, information and analytical support for scientific, technical and innovative activities, ensuring that participants of the national innovation system have access to a comprehensive set of high-quality expert and analytical services. The Center’s work is guided by national priorities in security, socio-economic development, scientific and technological progress, cultural development and international cooperation.

The strategic objective of NCSTE is the development of an effective system of expert and information support for research and innovation. In this context, the Center plays a key role in strengthening research governance, improving the quality and relevance of R&D outcomes, and supporting evidence-based science and innovation policy.

In accordance with the Law of the Republic of Kazakhstan “On Science”, NCSTE organizes independent scientific and technological evaluation (STE) of scientific, technical and innovative projects and programmes submitted for grant and programme-targeted funding. The Center also monitors the effectiveness of ongoing research, evaluates completed projects and programmes, and ensures the functioning of National Scientific Councils. These activities are supported by advanced digital expert management systems and extensive databases of national and international experts.

NCSTE’s core activities include:

• expert support of scientific, technical and innovative projects aimed at increasing research competitiveness and their application in the interests of national, environmental, technological and public security, as well as economic efficiency;

• information support of scientific and technological development to ensure a high level of awareness among researchers, engineers, educators and science managers;

• analytical support of the scientific and educational process, including policy analysis, performance assessment and impact evaluation.

Within Horizon Europe, particularly Cluster Digital, Industry and Space, NCSTE is interested in cooperation in the following areas:

• evaluation and impact assessment of digital, industrial and space-related research and innovation;

• research and innovation policy analysis, foresight and strategic intelligence;

• digital platforms and tools for expert evaluation and research management;

• international cooperation and knowledge exchange between the EU and Central Asia.

NCSTE aims to contribute its expertise in evaluation, analytics and research governance to international consortia, coordination and support actions (CSA), and policy-oriented research initiatives under Horizon Europe.
