About
Seeking a European consortium with partners outside Italy for HORIZON-CL4-2026-04-DIGITAL-EMERGING-09 to build and demonstrate advanced local digital twins that support early warning and preparedness as operational decision support, not just visualisation. One of the core ideas is to connect local digital twin layers for exposure, assets, critical infrastructure, population and vulnerability with forecast and monitoring inputs that reflect evolving event conditions, and use reinforcement learning to learn adaptive preparedness and response policies under realistic constraints, with an LLM orchestration layer for context retreival. Research has started with pilots and smulation testing under an MSCA fellowship and other Horizon projects. I am looking to join or help form a consortium led by an experienced Horizon coordinator and anchored by city or regional authorities, civil protection, or infrastructure operators, supported by digital twin and platform partners for geospatial integration and interoperability, and AI/ML partners. I can lead or substantially contribute to the reinforcement learning decision support component, scenario design and evaluation, and the LLM orchestration approach that bridges technical outputs to real early warning workflows.
