Mr. Xuexian Liao holds a Bachelor’s degree from the University of Melbourne and a Master’s degree in Civil Infrastructure and Engineering Management from the Hong Kong University of Science and Technology (HKUST). He currently serves as an Officer at the Otto Poon Center for Climate Resilience and Sustainability, under the Office of the Vice-President for Research and Development at HKUST, where he is responsible for administrative management and research technology transfer initiatives.
In the commercial sector, Mr. Liao works as a Business Development Manager at Digital Continent Limited, leading client engagement, project development, and internal operations for project: meteoNEX—a meteorological service specializing in sub-seasonal to seasonal time scale. In April this year, together with Professor Mengqian Lu, the founder of the project, they presented meteoNEX at the International Exhibition of Inventions Geneva, winning a Gold Award. He has also represented the project at notable events, including the HICOOL Global Entrepreneurship Competition and CSITf 2025.
