About me

Dr. Victor Asare Bampoe is the acting Chief Executive Officer of the National Health Insurance Authority (NHIA) in Ghana, having been appointed in January 2025.

Prior to this role, he served as the UNAIDS Country Director for Kenya and its representative to UN-Habitat and the UN Environment Programme. Based at the UNAIDS Global Center in Geneva until September 2024, Dr. Bampoe led the Partnerships for Programme Implementation department, managing key relationships with major global health funders like PEPFAR and the Global Fund to Fight AIDS, Tuberculosis and Malaria.

A former Deputy Minister of Health of Ghana, Dr. Bampoe also served as the Incident Commander for Ghana’s Emergency Operations Centre, leading responses to public health emergencies, including Ebola. His extensive experience in global health includes serving on the Strategy Committee of the Global Fund and as an alternate Board Member for the UNAIDS Constituency, a group of eleven UN co-sponsors.

Before his time with UNAIDS, Dr. Bampoe spent ten years at the Global Fund in Geneva, where he managed grants aimed at fighting HIV/AIDS, tuberculosis, and malaria in countries like Kenya, Uganda, and South Africa, overseeing more than $3 billion in funds. His career also includes roles at the UK Department for International Development (DFID) as a Regional Health and HIV adviser in West Africa, and earlier as a Medical Officer with the Ministry of Health in Ghana.

Dr. Bampoe is a medical doctor with a specialization in Public Health from the Johns Hopkins School of Hygiene and Public Health in Baltimore, USA. He is known for his strong network within the global health community and his ability to build partnerships across civil society, government, and multilateral organizations.
