About

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme (U-LEAD). The Programme represents assistance of the European Union and its member states Germany, Denmark, Poland, France and Slovenia to Ukraine. The Overall Objective of U-LEAD is to contribute to the establishment of multi-level governance, which is transparent, accountable and responsive to the needs of the population. It should enhance the capacities of key actors at national, regional and local levels to further implement Ukraine’s decentralisation and related regional policy reforms, and to contribute to defining the functions for each level of government within specific policy areas. The cost of the Action amounts to 200 million €. GIZ Deputy Programme Director, responsibility for the Local Reconstruction activities (municipal project preparation facility), heading the Sustainable Development Unit dealing with regional/ local development and EU Accession/ Chapter 22.
