Title UK–Singapore AI Regulatory Intelligence & Market-Surveillance Platform

Vape Compliance Ltd is seeking a Singapore-registered technology business for a joint R&D project under the UK–Singapore Collaborative R&D 2026 programme.

We have developed an extensive regulatory architecture covering regulatory intelligence, standards, evidence governance, market surveillance, inspection, enforcement, competency and implementation across UK and international environments. The next stage is to transform this existing knowledge architecture into a scalable AI-enabled regulatory technology platform.

The proposed project would develop and validate technology capable of interpreting and mapping regulatory requirements, structuring and analysing regulatory evidence, identifying compliance and market-surveillance risks, monitoring regulatory change, supporting jurisdictional localisation and generating actionable intelligence for regulatory and regulated-market users.

Nicotine and vaping regulation provides the initial high-complexity validation environment, including product regulation, market surveillance, illicit-market controls, public health, enforcement and regulatory implementation. The underlying platform architecture is intended to be transferable to other highly regulated product sectors and international markets.

We are particularly interested in Singapore partners with capabilities in:

• Secure cloud/platform development
• Government or regulated-sector digital systems

Vape Compliance Ltd would contribute the existing regulatory architecture, standards, taxonomies, evidence structures, regulatory workflows, domain knowledge, UK use cases and commercialisation pathway. We are seeking a partner capable of making a substantive technical R&D contribution rather than simply providing outsourced software development.

The objective is to establish a genuine UK–Singapore collaboration capable of producing commercially scalable intellectual property and a regulatory-intelligence platform with applications beyond the initial nicotine-product use case.
