Spanish National Police. Synergies between Innovation and Internal Security Fund
Proposal of financing innovative solutions to develop a forensic intelligence system for the Spanish National Police through a CDTI funding line
The Center for Technological Development and Innovation E.P.E. (hereinafter CDTI), a public business entity attached to the Ministry of Science and Innovation, has launched an initiative to promote the innovative public procurement in the form of pre-commercial innovative contracting.
This action will be carried out by the CDTI in collaboration with the Spanish National Police, in such a way that both parties will jointly develop a pre-commercial procurement process for R&D services, in order to solve Forensic Police needs that cannot be satisfied through solutions already existing in the market.
Next steps for Forensic Intelligence Action (CDTI initiative)
Although the Preliminary Market Consultation deadline was the 8th of November, this consultation is a non-binding process, National Police is conducting an additional technology watch period, that is close to its end.
Support will be provided by the Spanish National Forensic Police until the tender document is officially published by CDTI.
All the annexes and the entire process are described in the "Call for proposals document" you may download at the bottom of this page. The proposals that best supply the call will be selected by the end after a competitive process made by a designated expert commission from the Spanish National Police.
Relevant results will be published very soon, prior to the bidding phase.

Funding
The Forensic Intelligence Action has been estimated at 25 million euros to distribute among the selected proposals.
Target Audience
All the organisations from the event description are elegible, as long as their project has Technological Readiness Level TRL 4 to 6 to be taken to a TRL between 6 and 7.
Technical Details
The Official language of the preliminary market consultation is Spanish. The communication between Forensic Police experts and the participants during the consultation procedure to answer the questions will be in Spanish as well.
Challenges
The main objective is the development of a Forensic Police Intelligence Platform, unique among international providers of these services.

• Real-time interaction between physical and virtual crime scene.
• Automatic and guided support for experts (visual and textual information).
• Reassessment of the crime scene and interactive training.
