Santa Ana is one of the fastest-growing cantons within the Greater Metropolitan Area (GAM) of San José, Costa Rica. The recent approval of its new Land Use Plan (Plan Regulador, 2026) opens significant new areas for residential, commercial and mixed-use development, drawing new residents, businesses and real-estate investment to the canton and placing new demands on mobility, traffic and road infrastructure.
The Municipality has built a consolidated Spatial Data Infrastructure (IDE), an institutional geoportal and an open-data platform, giving it a strong foundation to develop advanced tools for territorial and mobility analysis as the canton grows.
This challenge is proposed by the Department of Territorial Planning Management (Departamento de Gestión del Ordenamiento Territorial) of the Municipality of Santa Ana, and is supported by the European Union Delegation to Costa Rica and the Directorate-General for International Partnerships (DG INTPA), with the EU-funded Urban Development Technical Facility (UDTF) acting as technical support.
