Cities across Europe delegate street cleaning and waste collection to private operators and stay accountable for the result. Most see their own service only through the information the operator sends them, so they certify what is declared, they inspect without economic consequence, and they charge for waste without telling apart the households that separate and those that do not.

APORTA gives the city knowledge of its own service. It brings planning, execution, inspection, citizen activity and the economics of the contract into a single verified record, so what a technician certifies, what a finance officer approves and what a councillor explains all rest on the same evidence. Every figure can be traced back to the event that produced it, which is what makes a decision hold up when it is questioned.

It covers four areas, contracted separately or together.

The city deploys no infrastructure. The platform and its analytical layer arrive operational, configured from the city's own tender specification, so municipal staff receive a system that already speaks the language of their contract.
