From Concept to Market: The Double Challenge of Space Services

The EO and PNT Ideas Competition for the Private Sector is a competitive call aimed at scouting innovative ideas and early-stage pilots that leverage satellite data (Earth Observation and Positioning, Navigation and Timing) to solve real-world territorial challenges. Its defining feature is the requirement for private companies from the Catalan ecosystem to co-design solutions in direct partnership with a private end-user from a non-space sector. The ultimate goal is to validate that the space technology has a practical, high-value application that meets a specific market demand.
This initiative is coordinated by the Institute of Space Studies of Catalonia (IEEC), in collaboration with the Cartographic and Geological Institute of Catalonia (ICGC), and is framed within the Catalonia Space 2030 Strategy, promoted by the Secretariat for Digital Policies of the Ministry of Business and Labour of the Government of Catalonia.
In a world increasingly shaped by climate change, where building resilience has become a shared global priority, ESA Phi-Lab Spain has been established as a strategic response to this challenge. The program's core objective is to integrate space-based technologies into our daily systems, helping society prepare for and manage the consequences of this environmental crisis.
To achieve this, we operate within a broader network of European innovation hubs known as ESA Phi-LabNET, which is framed under ESA's ScaleUp program and the ESA Commercialisation Gateway platform. This alliance seamlessly connects early-stage innovation with real market opportunities, successfully bridging the gap between research and commercial revenue.
With the active support of both the Spanish Space Agency (AEE) and the Government of Catalonia, the program translates scientific and technological breakthroughs directly into the commercial ecosystem, utilizing mature and reliable space technologies.
The strategy and mission of ESA Phi-Lab Spain are built upon four interconnected, mutually reinforcing pillars. It all begins with cutting-edge applied research, which drives scientific excellence in partnership with academic institutions to shorten the path from a new idea to its actual implementation. This knowledge then flows naturally into commercialization—a pillar designed to accelerate the sector's growth by funding proposals with strong market potential and the economic viability needed to capture the interest of end-users.
This entire pipeline is continuously filled by space technologies, which leverage state-of-the-art space infrastructure to develop highly innovative, scalable applications. Ultimately, this structure converges on the fourth pillar of climate resilience—the program’s core vision and primary operational challenge—ensuring that every single project utilizes space technology as a practical, hands-on tool for climate change adaptation and mitigation.
This priority is put into action through targeted mechanisms, such as funding grants from ESA's Open Calls and localized initiatives from the Government of Catalonia under its Space 2030 Strategy. By doing so, we actively support a portfolio of pioneering projects with expert mentoring and personalized guidance, ensuring these ideas successfully transform into viable, sustainable results that deliver a significant, lasting impact on our society.
In short, while the Use Case Competition identifies and validates the end-user needs at a regional level, ESA Philab Spain accelerates and finances those solutions into scalable products for the national and international market.
