About

The Budget Analyzer should be a tool designed to review and validate budgets submitted by contractors, ensuring they are both economically and technically aligned with the actual scope of work. It must help prevent budgets from including overpriced items —due to the absence of references in standard price databases and the use of inflated values— or disproportionate quantities that do not match the required work.

These issues complicate and extend over time negotiations with bidders and demand excessive internal resources for budget review and approval.

The estimated maximum investment planned for this challenge is €50,000.

The tool should enable:

  • Comparison of items with reference price databases (official or customized).

  • Comparison of similar offers in terms of scope and/or content.

  • Detection of out-of-range costs and uncharacteristic price increases.

  • Identification of incoherent or inflated quantities.

  • Automated generation of alerts and deviation reports.

  • Tools for budget annotation, versioning, and collaborative review.

  • Facilitation of structured budget review and return to the bidder.

Beyond simply flagging anomalies, the tool should also contribute to the transparency and traceability of processes, allowing the documentation of key decisions taken during the evaluation phase. This allows for better governance, auditability and accountability, which are especially necessary in public procurement.

This automation aims to significantly reduce the time spent on budget management while improving the efficiency of the procurement process.

Furthermore, by automating critical review tasks, not only the time but also the resources needed to evaluate proposals are significantly reduced. This should lead to improved negotiation efficiency, greater fairness in contractor selection and, ultimately, a contribution to more accurate, justified and value-based project budgeting.
