Norfund is Norway’s development finance institution. We invest to create jobs, improve lives, and support the transition to net zero. Through a dedicated Ukraine Investment Fund, we back commercially viable projects that accelerate reconstruction and build a more resilient economy—especially where high risk would otherwise deter investment. The mandate aims to mobilize private capital by investing alongside partners and demonstrating what’s possible. Norfund provides equity, other forms of risk capital, and loans, we are always a minority investor and we do not provide grants. Typical ticket sizes are USD 5–15 million. Priority investment areas Renewable energy – rebuilding clean, reliable power. Financial inclusion – strengthening financial systems and expanding access to capital for businesses. Scalable enterprises – agribusiness, manufacturing, and funds that drive jobs and long-term recovery. Green infrastructure – improving essential infrastructure services.
