EU consortium partners: international law & reparations for Ukraine
About
We are looking to join or build consortia for EU-funded projects (CERV, Justice, Horizon Europe Cluster 2) grounded in international law on state responsibility and reparations.
Our work builds on the ILC Articles on State Responsibility (2001), UN General Assembly Resolution A/RES/ES-11/5 (2022), Council Decision (EU) 2025/702 and the Convention establishing the International Claims Commission for Ukraine (The Hague, 16 December 2025). We focus on making individual victims’ claims legally sound and compatible with the Register of Damage for Ukraine (RD4U).
Areas for cooperation: victims’ rights and access to compensation, evidence and claim documentation standards, the legal framework of reparation mechanisms, and the recovery of costs borne by states hosting war refugees.
We welcome partners from all EU Member States, as well as from the United States, Japan and other countries supporting Ukraine: universities and law faculties, human rights organisations, legal aid providers and research institutes. Registered in the EU Participant Register, PIC 861023702.
