Building on this foundation, the project envisions a digitally enabled governance infrastructure that redefines how regional and thematic clusters organize participation, distribute value, and make strategic decisions. Through programmable rules and automated consensus mechanisms, DAOs ensure fair representation of all actors while reducing administrative overhead and fostering long-term engagement.
