The Problem
Italian waterfronts are among the most visited and most difficult urban spaces to manage. Mobility, safety, environmental quality, tourism, and events converge in a narrow coastal strip where decisions are still made without integrated, real-time data. Existing smart city solutions are too large for medium-sized municipalities, aesthetically incompatible with heritage landscapes, or dependent on centralised cloud architectures that raise data sovereignty and GDPR concerns. No solution currently combines contextual design, local production, sovereign data architecture, and measurable ESG impact in a single deployable package.
The Solution
Waterfront Smart is a modular IoT and Edge AI ecosystem developed by Sinergia, a Benefit Company network based in Catania, Sicily. At its core is the AISee platform: an edge computing architecture processing computer vision data directly on the device — pedestrian flows, vehicle classification, air quality, anomaly detection, crowd density, meteo-marine conditions — without transmitting images to the cloud, in full GDPR compliance.
Its key differentiator is artisanal digital design: every IoT node is custom-designed via parametric 3D modelling and produced in-house using recycled bio-composite materials including volcanic sand. Devices integrate invisibly with existing urban furniture — lamp posts, balustrades, benches, staircases — or become public artworks co-designed with local artists, generating cultural value alongside data value.
Architecture
Four layers. Physical nodes: six device typologies (SmartPole collar, balustrade clip, bench hub, stair sensor, AR totem, sculptural installation), solar-powered, connecting via LoRaWAN/WiFi6/4G. Edge AI: AISee inference engine runs locally; no raw images leave the device. Business Intelligence: centralised dashboard with automated ESG reports aligned with EU taxonomy, SDG indicators, and CSRD standards. Adaptive AI: learns territorial patterns, predicts demand peaks, suggests service activations autonomously. Citizens access via mobile app with AR experiences; operators via web dashboard with open API.
Commercial Model & Markets
Modular à-la-carte: mandatory base infrastructure plus activatable modules — mobility, safety, environment, parking, lighting, micromobility, tourism AR, adaptive AI, BI, events. Three profiles: Starter, Advanced, Full Smart. Existing CCTV cameras reused at zero additional cost.
Public sector: coastal municipalities 20,000–200,000 inhabitants, Southern Italy and islands. Pipeline: Catania (PPP in progress), Messina, Siracusa, Agrigento, Reggio Calabria, Taranto, 20+ further targets. Private sector: beach resort consortia facing Bolkestein 2027 concession renewal, marina operators, resort groups, waterfront developers, insurers — all requiring certified ESG territorial data for compliance and green finance access.
ESG & Benefit Company
Every deployment is measured against a four-axis ESG matrix: environmental, social, governance, and artisanal digital (local production value, supply chain km, artisans involved). This is not an add-on — it is the backbone of the commercial proposition, enabling municipalities to meet EU reporting obligations and private operators to access green finance instruments.
Why Now
Three forces converge in 2026–2027: Bolkestein 2027 creating urgency among 30,000 Italian beach concessionaires; the PNRR cycle requiring municipalities to demonstrate measurable digital and sustainability outcomes; and CSRD generating unprecedented demand for certified territorial ESG data from private operators. Waterfront Smart sits at the intersection of all three.
Status: AISee operational. PPP submitted to Catania. Pilot 2026. Full deployment 2027. Digital Twin + Horizon Europe 2028.
