The Operator's Dilemma: Defending Critical Infrastructure at Machine Speed

Cyber sabotage of critical infrastructure is cheap, deniable, and increasingly AI-assisted. It also puts defenders in a bind: shutting down a compromised system can deliver exactly the disruption the attacker wanted. Drawing on empirical work with Norwegian infrastructure, this keynote argues that we cannot predict the next attack — but we can design the decision space operators will be left with.
