Sylvia has a long track record in strategic consulting. She was the main study author of the culture policy priorities and recommendations (2024-2029) for the European Parliament Cultural Committee. She was part of the steering group of a strategic creative industries project implemented by the French Foreign Ministry and provided expert support to the development of the creative industries in the Democratic Republic of Congo (2023-2025). Furthermore, Sylvia completed recently (January 2026) her executive master at Sciences Po Paris with her master thesis on how trade-based cultural diplomacies are able to improve perceptions on the African continent and further local development in African countries. For the Austrian Ministry of Foreign Affairs, she developed strategic innovative cooperation formats for enhanced bilateral cooperation with African partners (2025-2026). On project level, Sylvia Amann was bringing forward the strategic and multiannual intercontinental project “Deconfining” (2022-2026) in order to demonstrate how local-to-local ecosystemic approaches are able to further future-proof intercontinental cooperation in culture. She continues to engage with international networks of cities, (African, European, Ibero-American) capitals of culture and UNESCO Creative Cities in Austria and South Korea. A publication from Sylvia finalised in 2026 for UCLG covers the potential of further engagement of Capital of Culture Cities from four continents for the UN SDG Culture Goal Campaign and related pilot implementations. Sylvia was also the main author for the Austrian Creative Export Strategy (2020-2021) and did support CCA with an international culture strategy in 2023 and 2026.
