SIRIS Sovereignty in industry

Professor in economics at University of Toulouse

Toulouse, France

About

A key focus of our research is to assess Europe’s macroeconomic and geopolitical position regarding sovereignty in industry, energy and the supply of inputs (particularly raw materials), with a view to formulating high-level, practical policy recommendations for the European Commission. These findings will directly inform the monitoring frameworks designed to optimise strategic investment choices and preserve the EU’s industrial leadership.
We are seeking an academic expert, a research institute, a think tank or an industry expert specialising in the analysis of the EU’s strategic approaches to sovereignty in the face of competition from China, emerging economies and the United States.
The selected partner will make a key contribution to the design of our research and will assume significant responsibilities as Task Leader or Work Package (WP) Leader.
Key contributions we are looking for:
o    An overview and dynamic analysis of the issue of European industrial sovereignty, particularly in the fields of automotive manufacturing (electric vehicles; batteries; supply of critical metals), renewable energy (solar and wind), and nuclear energy.
o    Identification of indicator methodologies to accurately measure levels of import dependency in terms of industrial, energy and technological supply.
o    Assessment of constraints on industrial and energy production capacities in Europe.
o    Co-drafting of strategic guidance notes and monitoring indicators for the European Commission to inform future regulatory and funding decisions regarding sovereignty.
