Global Creative Alliances for Cultural Policy Innovation and Resilient CCI Ecosystems

About

Our proposed contribution addresses the Horizon Europe topic “Creative alliances: Fostering global partnerships in cultural policies and CCI innovation” by strengthening international collaboration, knowledge exchange and innovation ecosystems across the cultural and creative industries (CCI).

The initiative focuses on understanding how cultural policy models, creative ecosystems and collaborative governance approaches can foster resilient, inclusive and innovation-driven creative sectors across different world regions. The project aims to identify transferable good practices, emerging policy approaches and new models for cross-regional cooperation that support sustainable cultural development and culture-driven innovation.

The project adopts a systemic and participatory perspective, recognising that cultural and creative ecosystems are shaped through dynamic interactions between policymakers, artists, creative entrepreneurs, educational institutions, civil society organisations and regional innovation actors. Particular attention will be paid to how cultural and creative industries contribute to social resilience, intercultural dialogue, sustainability transitions and international collaboration.

The first phase focuses on mapping and analysing creative ecosystems, governance models and policy frameworks across participating regions. Through participatory research, stakeholder engagement and systemic co-design methodologies, the project will identify common challenges, innovation opportunities and enabling conditions for stronger global creative alliances.

The second phase focuses on the co-creation and experimentation of collaborative approaches that support knowledge transfer, capacity building and cross-regional cultural innovation. Through living labs, collaborative learning environments and international partnership structures, the project aims to strengthen long-term cooperation between cultural actors, policymakers and creative ecosystems.

Special attention will be given to:

  • cross-regional creative partnerships,

  • collaborative cultural innovation,

  • resilience of creative ecosystems,

  • intercultural and international cooperation,

  • creative entrepreneurship and capacity building,

  • participatory governance and co-creation,

  • and culture-driven societal innovation.

Potential consortium contributions include:

  • systemic co-design and participatory methodologies,

  • creative ecosystem and network analysis,

  • living labs and collaborative experimentation,

  • stakeholder engagement and partnership facilitation,

  • cultural innovation and resilience frameworks,

  • international knowledge exchange and learning communities,

  • practice-oriented research and policy recommendations.

This contribution builds on extensive experience in international collaboration, systemic transition approaches, co-creation methodologies, innovation ecosystems, tourism and cultural development, and European collaborative projects involving education, research and societal stakeholders.
