About

The National Agency for Children and Families is looking for partners for a proposal under Strand I – Strengthening the European Child Guarantee national governance systems.

BOFS is leading the nationwide implementation of Signs of Safety, a whole-system approach to child protection and family support that is currently being implemented across all child protection services in Iceland. The implementation includes national leadership development, workforce training, practice supervision, and the introduction of a shared practice framework across municipalities.

Our project idea is to strengthen integrated governance and service delivery for children in vulnerable situations by:

  • creating a consistent nationwide practice framework that strengthens professional practice and supports better decision-making across services;

  • improving cross-sector collaboration between child protection, education, health and family support services;

  • strengthening child participation and family involvement in decision-making;

  • developing sustainable governance structures that support consistent, evidence-informed practice across the country;

  • evaluating implementation processes and outcomes to support transferability to other European contexts.

We are looking for public authorities, research institutions, universities, NGOs or organisations with experience in:

  • integrated child and family services;

  • implementation science and evaluation;

  • children's rights and participation;

  • workforce development and systems change;

  • European Child Guarantee implementation.

We are particularly interested in partners who wish to co-develop, test and scale innovative governance models that strengthen integrated services for children and families across Europe.
