Aleksander Biberaj

Education: I was graduated in 1990 as Electronic Engineer, at Faculty of Mechanical and Electrical Engineering, Electronic Branch, Polytechnic University of Tirana. I won an MBA Diploma in 2000, in the University of Nebraska - Lincoln - USA. I received a Ph.D. Diploma in 2006 with theses “Progressive Liberalization of Telecommunication Market in Albania”, from the University of Tirana, Faculty of Economy, Department of Management. I won in 2012 the academic title Associated Professor from Polytechnic University of Tirana, and in 2023 the academic title Full Professor. Since 2020 I hold the position as the Head of Electronic and Telecommunication Department, Faculty of Information Technology, Polytechnic University of Tirana. Research interests: My research activity is focused mostly on telecommunication market (regulation, policies, start-up companies, operation, maintenance, management), fiber optic network, satellite communication (systems and technologies), mobile and network protocols, management information systems, project management, corporate governance and cyber security.  Work Experience: For a period of 15 years (1991-2005) I have been working in telecommunication market/industry and broadcasting, including highest top-level management, as CEO of the Albanian Telecom (the public state own company). During 2005-2009 I have served as member of the Albanian Parliament, leading the Albanian delegation to the Parliamentary Assembly of the Council of Europe (PACE), where I was elected for the two terms as the vice president of the (PACE) and the vice president of European People Party (PACE-Parliamentary Group). From 2006 I have been working as Lecturer in the Department of Electronics and Telecommunications at Faculty of Information Technology, Polytechnic University of Tirana. Since 2020 I holds the position as Head of Electronic and Telecommunication Department, Faculty of Information Technology, Polytechnic University of Tirana. Since 2006 I have been invited as lecturer/guest speaker in different universities and scientific international conferences in the region and beyond as Kosova, Northern Macedonia, Monte Negro, Greece, Turkey, Italy, and in many other countries/universities. Publications: Author of more than 55 scientific articles and presentations in national and international conferences and journals.
