Headway S.A. is a european research and advisory firm working at the intersection of social science, public policy and organisational strategy.

We combine rigorous research, advanced analytics, behavioral insights and strategic advisory expertise to support evidence-based decision-making and interventions with measurable impact. We are interested in joining Horizon Europe consortia preparing proposals under Digital & Smart Health, Green and Digital Industry, Smart Mobility and Smart/Renewable Energy topics. We contribute as a methodological and evaluation partner, supporting consortia in defining measurable outcomes, structuring pilot evidence, improving cross-site comparability and assessing whether interventions generate credible impact.

Our core tools include:

• Data Quality Framework (DQF): data completeness, comparability, provenance, missingness/attrition, subgroup adequacy and boundaries of evidence claims.

• Impact Twin: counterfactual impact evaluation for pilots and interventions, using approaches such as Difference-in-Differences or Synthetic Control where baseline, follow-up and comparison data exist.

• IAT / behavioural assessment: measurement of trust, acceptance, perceived legitimacy, risk perception or implicit attitudes where human-centred adoption is central to the project.

We are particularly interested in projects where technology is tested in real-world environments and where the consortium needs a partner to strengthen the evaluation logic, KPI hierarchy, evidence-readiness, pilot monitoring and impact claims.

Partner sought / cooperation interest
We are looking for collaboration with partners preparing Horizon Europe proposals that include pilots, demonstrations, user testing, living labs or field validation activities. Headway can support evaluation design, data-quality protocols, behavioural/adoption measurement and impact assessment work packages or tasks.
