About

To develop, test, and scale a novel AI-powered incentive framework – the BlueResilience Credits – that rewards coastal SMEs for adopting adaptation actions, using predictive analytics, digital certification, and simplified investment logic.

AI-Driven Risk Profiling

  • Use geospatial and environmental data to model climate risk exposure for each coastal SME.

  • Develop a Resilience Score using machine learning to quantify vulnerability and simulate benefit of adaptation measures.

🔹 Smart Incentive Allocation

  • Use reinforcement learning to match SMEs with customized incentive packages (e.g., tax breaks, permit fast-tracking, ESG labels).

  • Optimize “cost-effectiveness” of each incentive by region, SME type, and adaptation pathway.

🔹 Digital Credit & Monitoring Platform

  • Design a blockchain-secured platform for issuing and tracking “BlueResilience Credits” based on verified action (e.g., installing salt-resistant infrastructure, relocating assets).

  • Integrate satellite data and IoT feeds for automated verification of resilience outcomes.
