To develop, test, and scale a novel AI-powered incentive framework – the BlueResilience Credits – that rewards coastal SMEs for adopting adaptation actions, using predictive analytics, digital certification, and simplified investment logic.
AI-Driven Risk Profiling

Use geospatial and environmental data to model climate risk exposure for each coastal SME.

Develop a Resilience Score using machine learning to quantify vulnerability and simulate benefit of adaptation measures.
🔹 Smart Incentive Allocation

Use reinforcement learning to match SMEs with customized incentive packages (e.g., tax breaks, permit fast-tracking, ESG labels).

Optimize “cost-effectiveness” of each incentive by region, SME type, and adaptation pathway.
