Josep Borrell Fontelles

Josep Borrell Fontelles is, since December 2019, the Head of the European Defence Agency, High Representative of the EU for Foreign Affairs and Security Policy and Vice-President of the European Commission. He previously served as Spanish Foreign Minister (2018-2019) and as President of the European Parliament (2004-2007), of which he was a Member from 2004-2009.

Having initially been trained as an aeronautical engineer and economist before his entry into politics, he also held several positions in the Spanish government from 1984-1996, was President of the European University Institute (EUI) and held the Jean Monnet Chair in European Economic Integration at the Complutense University of Madrid (2013-2016).
