Over the past decade, cybersecurity has undergone a profound operational and regulatory transformation. The focus has shifted from preventing attacks to ensuring organizations can operate effectively amid persistent, increasingly automated threats. This transition is reflected in the evolution of the EU regulatory framework, from the data-centric approach of the GDPR to the broader resilience focus of the NIS2 Directive, the Cyber Resilience Act (CRA), the Cyber Solidarity Act, and the AI Act’s risk-based governance model. Together, these instruments contribute to a more comprehensive vision of cybersecurity resilience.
At the same time, advances in artificial intelligence are fundamentally reshaping both attack and defense vectors. In this context, Cyber Survivability emerges as the defining operational objective. Organizations must be able to maintain mission effectiveness even when defenses are penetrated. Achieving this requires multi-agent AI platforms for cyber survivability, interoperable technologies with capability sharing, and scalable, integrated operating models.
This evolution must be guided by a defensive architecture designed for survivability, interoperability, and governed autonomy. Such an approach enables cyber defenses to detect, decide, contain, and adapt at machine speed, while preserving accountability and control over high-risk actions. Ultimately, it ensures that organizations can sustain operations, absorb disruption, recover rapidly, and continue delivering mission outcomes despite active attacks.
