Employee-centred corporate mobility management for measurable commuting transitions

Senior research scientist at NORCE Research

Bergen, Norway

About

We are looking for partners for a DUT project on how cities, public transport authorities, employers and technology providers can work together to reduce car commuting and make workplace mobility management more measurable, targeted and effective.

The project idea is to develop and test a next-generation model for corporate mobility management. Today, many workplace mobility programmes are organised mainly at the employer level and rely on occasional travel surveys to measure effects. This makes it difficult to follow changes over time, understand which measures work for which groups, and document long-term impacts on car use, emissions, health and accessibility.

The proposed project would shift the perspective towards the individual employee, while keeping participation voluntary and privacy-preserving. Employees could use a simple digital solution to understand their own commuting choices in terms of time, cost, CO₂ emissions and health/activity benefits. Employers and public mobility actors would receive aggregated and anonymised insights that can support better planning, targeted interventions and effect measurement.

The project would combine digital mobility data, behavioural insight, governance models and practical pilots. Possible measures to test include e-bike trials, secure bicycle parking, public transport trial periods, personalised travel advice, mobility budgets, car-sharing or carpooling incentives, and other employer-based measures. By using experimental or quasi-experimental evaluation designs, the project would assess what works, for whom, under which conditions and for how long.

We are interested in cooperation with cities, regions, public transport authorities, workplace mobility programmes, employers, campuses, hospitals, business parks, technology providers and research partners. Relevant expertise includes mobility data, behavioural change, privacy-preserving digital solutions, public-private governance, active mobility, public transport, health impacts, equity and impact assessment.

The ambition is to create a scalable model that helps align employer mobility strategies with wider urban mobility, climate and 15-minute City goals.
