Emergency logistics for Inclusive and Resilient 15-Minute Cities

This cooperation opportunity focuses on redesigning urban emergency logistics systems to better serve vulnerable populations within the framework of 15-minute cities. The project aims to ensure that essential goods (medicine, food, water, medical equipment) and critical services can be rapidly and equitably delivered during crises such as heatwaves, floods, pandemics, or infrastructure disruptions.

A key innovation is the integration of mobility data, demographic vulnerability indicators, and urban digital twins to identify high-risk populations, including elderly residents, people with disabilities, low-income households, and residents in underserved or peripheral areas. AI-driven optimisation models and scenario simulations will be used to design resilient last-mile delivery strategies, including dynamic routing of emergency fleets, use of autonomous vehicles or drones where appropriate, and adaptive logistics hubs embedded within neighbourhood-scale infrastructure.

The project also embeds mobility justice and accessibility principles, ensuring that emergency response systems do not reinforce existing inequalities but actively reduce them. Special attention is given to time-critical accessibility within the 15-minute city framework, ensuring that all residents, regardless of location or socio-economic status, can reach or receive essential support within safe time thresholds.

The expected outcomes will support urban authorities in strengthening resilience, improving crisis preparedness, and ensuring inclusive emergency response systems aligned with climate adaptation and social equity goals.
