About
he General Directorate of Customs (DG Customs) is Türkiye’s central customs authority operating within the framework of the Türkiye–EU Customs Union. It is responsible for the implementation and enforcement of customs legislation and procedures, and manages a fully digitized customs infrastructure, including the BILGE System, which processes millions of customs declarations annually.
DG Customs possesses extensive policy, regulatory, and operational expertise aligned with EU customs frameworks, including the EU Customs Data Model (EUCDM) and the New Computerised Transit System (NCTS). As a public administration with significant operational depth, DG Customs plays a key role in ensuring the harmonised application of customs rules, risk management practices, and trade facilitation measures.
Through its nationwide network of customs administrations, DG Customs has the institutional capacity to conduct pilot implementations, testing activities, and operational assessments under conditions closely reflecting real public-sector environments. This enables the evaluation of new procedures, digital tools, and administrative practices in terms of operational feasibility, legal compliance, and institutional impact.
As the competent authority for customs compliance, DG Customs is responsible for assessing the conformity of administrative outputs with customs legislation and established procedures. In this role, the institution contributes to the legal and administrative validation of new approaches and tools prior to their wider deployment. In addition, DG Customs has the capacity to develop practical guidance materials, implementation frameworks, and operational toolkits to support adoption by other public administrations. The institution actively promotes the transferability and replication of good practices across different customs administrations in Türkiye and Europe.
Finally, DG Customs contributes to dissemination and capacity-building activities through workshops, pilot demonstrations, and knowledge-sharing events. By integrating new methodologies and tools into internal training programmes for customs officers, DG Customs supports the sustainable institutional uptake of project results and their continued use beyond the pilot phase.
