Reconversion of Oil & Gas Platforms: Synergies with the Agnes Romagna Offshore Wind and Photovoltaic Project b y AGNES Holding Srl

The proposal sees a strategy to repurpose and decarbonise aging offshore oil & gas platforms along the Ravenna coast by integrating them with the Agnes Romagna offshore renewable energy project, which includes 600 MW of fixed-bottom offshore wind and up to 100 MW of floating solar PV. A joint mapping study carried out in 2024 with a major oil & gas operator identified multiple pathways for reuse, including: offshore logistics bases supporting maintenance of the Agnes plants; hosting transformers and electrical equipment for floating PV systems; aquaculture facilities using the platforms as operational hubs; artificial reefs; offshore data centres; green hydrogen and e-methanol production units; marine research stations; and even innovative tourism and educational spaces. Following this initial screening the partners chose to prioritise two use cases for an integrated feasibility study: (i) logistics hubs for O&M activities and (ii) platform–PV integration for power transmission. The study will include platform selection, offshore inspections, structural assessments, required modifications, economic analysis and business model development. Expected impacts include the large-scale repurposing and decarbonisation of end-of-life oil & gas assets, the enablement of multi-use marine space, and increased offshore renewable generation in line with the Agnes Romagna project, which has already received Environmental Impact Assessment approval. Key challenges include technical constraints (geography, structural capacity, available space, project lifetimes) and economic uncertainties (CAPEX/OPEX and revenue models). Agnes and its oil & gas partner have signed an NDA and launched the feasibility work in September 2025, supported by ongoing collaborations to explore floating offshore PV solutions for the Adriatic.
