The organization Servicio Madrileño de Salud (SERMAS) is the administrative and management structure that integrates almost all public hospitals, primary care centres, emergency services and every public health service of Madrid´s Regional Public Health System. SERMAS is therefore the legal representative (beneficiary) of the main public medical centres of Madrid´s Regional Health System. It is integrated by 35 public hospitals and 430 primary Health Care Centers, with more than 5.582 health professionals with active research- from all health fields, digital and socio/economic knowledge- SERMAS provides healthcare to around 7M patientes in the region, including the capital, the third biggest city in the EU. There are 8 Health Research Institutes in Madrid Region, bringing together universities, private and pyublic research centers and leading Hospitals. SERMAS has a unique regional patient identification code (CIPA) which permits the access to personal information and also to all prescriptions drugs dispensed. - Electronic health Record (almost 7M) as unique database in Europe, all the systme is fully compliant with GxPs and GDPR. SERMAS has EHR pseudonymisation with Real World Data for efficient clinical trial designe, study placement and patient recruitment. It has interoperability of health data under i2b2 and OMP armonized standars
SERMAS delegates authority to each Research Foundation of the different hospitals and Primary Care Directorates in order to manage the research actions on behalf of SERMAS. Madrid public Health System (SERMAS) has an extensive experience in European projects, having participated in 60 H2020 projects. Madrid Region has the second best Health System in the European Union, according to the European Commission’s latest Regional Competitiveness Index.
On the other hand, also belonging to SERMAS, is the Fundación de Investigación e Innovación Biomédica de Atención Primaria (Foundation for Biomedical Research and Innovation in Primary Health Care, FIIBAP). This Foundation aims at promoting health related research and innovation. FIIBAP is taking part in several international projects part of H2020, Horizon Europe, EU4Health programmes. This entity coordinates and manages research and innovation projects of SERMAS. FIIBAP has the legal capacity to handle the financial and administrative aspects of the research groups involved in research projects, including all issues relating to project management, employment and payment of additional personnel, purchase of equipment and consumables, etc. The Foundation depends of the Healthcare Coordinator General Directorate within SERMAS. SERMAS and FIIBAP have a legal link through a General Collaboration Agreement signed between the Community of Madrid, the Madrid Health Service and the Primary Health Care Biomedical research and Innovation Foundation of the Community of Madrid (a.k.a. FIIBAP), for the Management and Coordination of Biomedical research and Innovation Developed in the field of primary health care
