About

Mountain View Business Group (MVBG), led by Steven Paplanus, is a specialized technical consultancy providing high-fidelity geospatial architectures, AI-enhanced decision-support systems (DSS), and cloud-native solutions for complex environmental challenges. MVBG serves as the Lead Technical Architect for the EMDS Consortium, a long-standing international Research & Innovation (R&I) network spanning the United States, Ireland, Poland, and the UK, including the USDA Forest Service and global software partners.

MVBG excels at bridging the gap between ecological research and production-grade digital infrastructure. We drive the technical modernization of the Ecosystem Management Decision Support (EMDS) framework—a global standard for landscape analysis and forest health assessment. We bridge the gap between environmental science and scalable IT infrastructure, operationalizing advanced research into production-grade software through the following core capabilities:

  • Cloud-Native & Sovereign Geospatial Architectures: Re-engineering legacy frameworks into .NET microservices and containerized environments (Docker/Kubernetes). We prioritize cloud-agnostic and sovereign cloud deployments for large-scale spatial analysis, ensuring scalability, high availability, and compliance with EU data residency requirements.

  • AI-Enhanced Earth Intelligence: Implementing LLM-powered Retrieval-Augmented Generation (RAG) systems, hybrid Graph+LLM architectures, and enterprise knowledge graph integrations (e.g., Neo4j, AllegroGraph). These solutions enable natural-language querying of complex ecological datasets and "human-in-the-loop" AI for policy support.

  • Interoperable Data Ecosystems: Developing spatially-enabled open knowledge networks using PostGIS/PostgreSQL, GeoServer, ArcGIS Enterprise, and Leaflet. Our systems are strictly aligned with INSPIRE, FAIR principles, and SPARQL/GraphQL APIs to ensure environmental data is fully machine-actionable and interoperable across the Common European Data Spaces.

  • Decision Support Systems (DSS) & Workflow Automation: Leading EMDS modernization with automated workflows, semantic search over 30+ years of research data, and extensible web/GIS interfaces. These tools support biodiversity assessment, ecosystem service valuation, restoration prioritization, and nature-positive transitions.
