National Paying Agency under Ministry of Agriculture

The National Paying Agency (NPA) under the Ministry of Agriculture of the Republic of Lithuania is the only accredited institution responsible for administering and managing financial support for agriculture, rural development, and fisheries in Lithuania. It oversees both European Union (EU) and national support programs, ensuring transparent allocation, monitoring, and control of funds.

Key Responsibilities:

• Management of state and EU support for agriculture, rural development, and fisheries;

• Implementation of support measures under the EU’s Common Agricultural Policy (CAP);

• Ensuring an effective Integrated Management and Control System (IACS);

• Development of electronic services to simplify administrative procedures;

• Reporting to the European Commission (EC), the Ministry of Agriculture, and other relevant institutions;

• Public awareness activities, including TV broadcasts, press releases, events, seminars, and training;

• Participation in EU legislative processes and discussions on reducing administrative burdens.

Support Areas: The NPA administers 210 support measures and activities, including:

• Direct payments programme for farmers;

• Rural development programme supporting sustainable agriculture;

• Fisheries sector programme to promote sustainable fishing and aquaculture;

• National support schemes for various agricultural sectors;

• Beekeeping sector support programme;

• Support schemes for fruits and vegetable growers groups.

Impact & Reach: The agency serves over 140,000 beneficiaries, distributing approximately €1 billion in support annually. By actively engaging with social partners and EU institutions, the NPA ensures efficient fund management, contributes to rural sustainability, and fosters agricultural innovation.
