About

Doğuş Teknoloji proposes to develop a mobile application that disaster recovery/response teams can use before and during a disaster.

We can divide the application’s functionality into two phases, mainly disaster preparation phase (or before disaster) and disaster phase (or during disaster). For the disaster preparation phase:

-            Different risks related to different disasters will be defined in a rule-based manner. Risk’s probability, geolocation and impact will affect the its type and consequently, tasks and activities for recovery management related to a specific risk.

-            Actions or tasks and people, teams and roles associated with these actions and tasks related to pre-defined risks will be established, so that in the event of a certain risk, a dedicated action plan will be generated by the system.

-            Certain disasters will likely include consecutive tasks that need to be done in order. Our system can tie these tasks with each other so that when a team completes a specific task, the next one can be assigned to them.

-            Using the mobile app, teams can have access to training modules and drills within their areas of expertise. These can be in the form of text and/or image-based guides or videos.

During and after the disaster:

-            Based on the risk assessment’s results, the system will allocate relevant tasks to available teams through the mobile app.

-            Using the app, teams can accept or if necessary, forward their allocated tasks to other teams. They can also search nearby teams, post task assignment requests if for one reason or the other they were not given any task by the system and can confirm when a task is finished. Lastly, they can access the contact details of other teams.

-            Using the interactive map, teams can request not only help from other teams but also equipment and machinery.

-            The power of social media can be used when predefined tasks and action plans fall short of satisfying the needs of the people. Another partner may undertake the development of a social media analysis tool that can search the platform for useful information coming from the field and register requests for help or aid offerings. Our mobile app can fetch this information and display it to relevant teams, informing them or re-allocating their tasks based on the new information.

We can fulfill the below scope/outcomes of the call:

-            assess the different types of shocks (understood as sudden disruptions) that can impact the livelihoods, well-being, gender-based differences, and resilience of rural communities. These shocks may include critical infrastructure disruptions (e.g., energy shortages, transportation disruptions, communication failures) as well as economic (e.g., job losses, financial and economic crises, market instability), socio-cultural and demographic (e.g., social conflicts, health crises, migration), and environmental phenomena (e.g., natural disasters, climate change, extreme weather events, ecosystem disruptions);
