Belgrade, SerbiaBalkan Agro Consult Ltd is a leading regional consultancy specializing in rural development, with a strong track record in accessing and managing EU-funded programs, particularly IPARD in Serbia and across the Western Balkans. We are recognized for our high success rate in designing and implementing rural development and agri-investment projects, all aligned with Serbia’s national agricultural legislation, the EU Common Agricultural Policy (CAP), and the broader objectives of the EU Green Deal. Our strategic goals include enhancing the competitiveness and sustainability of agrifood producers and SMEs, facilitating access to EU and national funding instruments such as IPARD III, Horizon Europe, and LIFE, supporting the development of circular economy models and digital innovation in agriculture and food processing, promoting organic production and export-oriented farming systems, and building EU-consortium-ready infrastructure for regional pilot projects and living labs.
Our team brings together a multidisciplinary group of professionals with extensive backgrounds in finance, agriculture, biotechnology, project management, and policy reform. Many of our team members have participated in major EU initiatives such as FP7 and Horizon 2020, as well as national research programs funded by the Ministry of Agriculture and cross-border cooperation frameworks.
Balkan Agro Consult provides a full spectrum of legal, financial, and investment consulting services tailored to the needs of the agrifood sector. We offer project development and implementation support for both EU and national funds, facilitate stakeholder engagement and matchmaking throughout the Western Balkans, and deliver specialized advisory in digitalization, sustainability, traceability, and certification systems. We maintain strong institutional relationships with Serbia’s Ministry of Agriculture and other public investment bodies, which enables us to serve as an effective interface between government structures and agricultural stakeholders.
Our technical expertise covers specialized seed production under controlled conditions, the development and optimization of vegetable production and processing systems, high-intensity fruit production and post-harvest processing of apples, berries, and plums, and organic livestock farming based on a nucleus Angus herd model (cow-calf production system). We also support the integration of renewable energy solutions, modern greenhouse technologies, and digital platforms for precision input control and climate adaptation.
Our current project portfolio includes a number of IPARD-supported operations, and our advisory pipeline is increasingly focused on regional scalability, circular bioeconomy practices, and export readiness—particularly toward EU, Gulf, and Asian markets. Projects implemented under IPARD II and IPARD III have encompassed comprehensive investments in the reconstruction of existing facilities and the construction of new production and processing units, as well as the integration of state-of-the-art equipment within primary agricultural production. In the food-processing sector, the dominant focus has been on the introduction of modern processing lines for fruit, vegetables, milk, and meat. These investments have aimed to significantly improve the profitability and productivity of production processes while ensuring full compliance with EU quality, safety, and traceability standards. To date, Balkan Agro Consult has successfully developed and implemented more than 30 IPARD-funded projects, with a cumulative investment value exceeding €25 million.
