About me
Dr. Rares Halbac-Cotoara-Zamfir is a civil engineer, academic, and internationally recognized expert in climate resilience, land and water management, and nature-based solutions. He is currently a Senior Lecturer (Șef lucrări) at the Politehnica University of Timișoara, where he has taught since 2004 across a range of subjects including sustainable development, irrigation and drainage systems, and climate change adaptation in agriculture.
Dr. Halbac-Cotoara-Zamfir holds a PhD in Civil Engineering and is the Director of the Support Centre for Climate Action (CSAC), where he leads interdisciplinary initiatives to connect climate science with policy, education, and local development. He is deeply engaged in European research and innovation ecosystems, serving as national coordinator and management committee member in over ten COST Actions and multiple Horizon Europe and Interreg projects.
His research interests span environmental hydrotechnics, sustainable rural infrastructure, and the integration of digital tools (GIS, AI, remote sensing) into environmental monitoring and planning. He has authored over 150 scientific publications, with more than 80 indexed in Web of Science, and has contributed to numerous scientific books and international handbooks.
Beyond academia, Dr. Halbac-Cotoara-Zamfir acts as a project evaluator for many national and international programs and is an active reviewer for top-tier journals. Through his research, teaching, and leadership roles, he fosters collaboration between academia, government, and civil society to advance climate-resilient and digitally integrated futures in Romania and beyond.
