The proposed project involves the comprehensive rehabilitation and modernization of the existing Surigao del Sur Provincial Sports Complex located at Capitol Hills, Barangay Telaje, Tandag City, Surigao del Sur. The project is intended to transform the existing facility into a modern, safe, accessible, sustainable, and multipurpose sports complex capable of supporting athlete development, hosting provincial, regional, and national sporting events, providing community and recreational services, and continuing to serve as a disaster evacuation and emergency response facility.

The major project components will include rehabilitation of the athletic track and football field; modernization of the grandstand and bleachers; rehabilitation/construction of indoor sports facilities; rehabilitation of the swimming pool; drainage and flood-control improvements; upgrading of electrical, water supply, sanitation and lighting systems; parking improvements; landscaping and open spaces; CCTV and security systems; digital ticketing and facility management systems; solar lighting and other renewable-energy improvements; and compatible commercial development such as food courts, retail kiosks and sports shops.

The project site is strategically located within the provincial government center, beside the Provincial Capitol and in proximity to the Adela Serra Ty Memorial Medical Center and Jacinto P. Elpa National High School. This location provides accessibility to athletes, schools, sports associations, youth organizations, LGUs, government agencies and residents. Its established use as a public facility and evacuation site adds significant public value.

Direct beneficiaries include athletes, schools, the Provincial Sports Office, sports associations, youth organizations, LGUs and government agencies. Indirect beneficiaries include local businesses, the tourism sector, hotels and restaurants, transport operators, event organizers and residents of Surigao del Sur. Expected benefits include improved sports participation and athlete performance, greater capacity to host major events, tourism and local economic activity, employment opportunities, improved disaster resilience, and more efficient long-term facility management.

The private sector may participate through a PPP arrangement involving financing, engineering design, construction/rehabilitation, provision of equipment, operation and maintenance, and commercial development investments. Potential PPP structures identified during preliminary project development include Build-Operate-Transfer (BOT), Rehabilitate-Operate-Transfer (ROT), Joint Venture (JV), or Lease-Develop-Operate (LDO), subject to feasibility assessment and the requirements of the PPP Code and its IRR. The final modality, financial structure, revenue mechanism, concession period and risk allocation will be determined through the feasibility study.
