About
Butterworth Gateway is a proposed transit-oriented district on the Penang mainland, serving Malaysia's Northern Region, the Malaysia–Thailand border economy, and China.
The site sits at an unusual convergence. Butterworth holds a deep-water port, an electrified rail north to the Thai border, a rail interchange to Kuala Lumpur, a jetty with ferries to Penang Island, and, from December 2031, an LRT terminus linking it to Penang Island's electronics economy. Alongside these sit the USD1.1 billion Straits City waterfront development.
In 2024, the ASEAN Express, a new international freight train service connecting Malaysia, Thailand, Laos and China, was launched. The service reduces the transit time of goods between Kontena Nasional Inland Clearance Depot (KNICD) in Selangor, Malaysia, and Chongqing, China, to only nine days compared with 14 to 21 days by sea. Plans also include cross-border passenger services between Bangkok's Krung Thep Aphiwat Central Terminal and Malaysia's Butterworth station, aimed at seamless travel and stronger connectivity.
However, due to the lack of a coordinated masterplan, the land and assets in Butterworth sit across seven controlling entities from both the public and private sectors. This results in fragmentation, an underutilization of assets, and a missed opportunity to realise Butterworth’s full economic potential as a regional and international transit hub for goods and passengers. We propose an integrated transit-oriented district organised around three zones and an 800-metre walk radius, anchored in cross-border trade facilities and services, smart logistics and skills, along with retail, hospitality, and residential developments.
