Hylman Sports City - Mosul | US$52.3m Phased Sports, Cinema & Family Destination

Hylman Sports City - Mosul is a proposed private sports, cinema, leisure and family destination in Mosul, Nineveh. The project is being re-planned around a long-term lease over a target site of approximately 50,000-60,000 m². US$52.3 million is the total phased development capital ceiling. Capital is intended to be committed in tranches and released only when defined commercial and bankability conditions are met.

PHASE 0 - OPEN AND PROVE

Phase 0 deploys up to US$2.5 million into a 10,000 m² evening activation. It is based on one country programme per weekend. The food, music, décor, games and prizes change while the physical platform remains reusable. The initial operation includes a central production kitchen, 10-12 service windows, a stage and screen, low-cost activities, seating, shade, digital payments, parking and security.

Its purpose is to produce verified evidence of traffic, spend per visitor, contribution margin, repeat use, sponsorship demand and parking requirements before permanent construction begins.

PHASE 1 - PERMANENT CORE

Subject to the Phase 0 proof gates, Phase 1 deploys up to US$19.8 million into an operator-led 3-4-screen cinema, a main football pitch, three padel courts, family entertainment and the first permanent F&B and retail core.

PHASE 2 - EXPAND AND COMPLETE

Phase 2 deploys up to US$30.0 million into the second pitch, remaining sports facilities, aquatics subject to an operator and cost gate, karting, esports and flexible events space, active entertainment, expanded retail, public realm and parking.

PARTNER MANDATE

Hylman seeks one lead investor/developer or a tightly coordinated consortium combining strategic equity, EPC or EPC+F, cinema and venue operators, senior or Islamic finance, equipment and vendor finance, sponsorship and pre-leasing.

Capital drawdowns are intended to depend on site control, a lender-grade lease, measured demand, operator commitments, an independent quantity surveyor estimate, EPC pricing, permits, traffic planning and final financial validation.

CURRENT STATUS

The project is currently in project planning, partner identification and investment and financing discussion. The final site, lease, concept design, independent QS estimate, operator terms, permits, EPC price and capital structure remain to be locked. No fixed return is offered before those items are validated.

The development is designed to support youth participation, women and girls' access to sport, local employment and SMEs, urban regeneration, energy-efficient operations and safe family recreation.
