In alignment with Oman Vision 2040 and the Belt and Road Initiative (BRI), the Ministry of Agriculture, Fisheries and Water Resources (MAFWR) of the Sultanate of Oman, in strategic partnership with Sohar International, presents comprehensive investment and trade opportunities across agricultural technology, sustainable fisheries, and food processing.

Between 2022 and 2025, Omani food exports to Hong Kong experienced significant momentum, expanding sixfold to reach 1.20 Mn OMR. This initiative aims to broaden this established trade corridor by connecting Hong Kong’s capital, advanced technology, and access to the Greater Bay Area and ASEAN markets with Oman’s strategic logistics infrastructure and high-growth agribusiness pipeline.

  1. Target Investment Opportunities & Market Gaps

Under Oman’s Eleventh Five-Year Plan (2026–2030), the food security sector is a prioritized enabling segment targeting over 1 Billion OMR in new localized investments. Capital and operational partnerships are sought to address specific national supply gaps and scale export-ready categories:

Protected Agriculture & Horticulture: Addressing domestic demand in vegetables (currently 79% self-sufficient) and commercial fruit production, which represents the deepest supply gap at 24% self-sufficiency.

Protein Production & Feed Infrastructure: Expanding domestic capacity in poultry meat (62% self-sufficiency) and commercial red meat processing (45% self-sufficiency).

Marine Resources & Value-Added Aquaculture: Capitalizing on Oman's 2,170 km coastline and existing fisheries surplus (146% self-sufficiency). Investment focuses on processing and premium exports (e.g., Abalone, frozen squid, and cuttlefish) tailored for East Asian markets.

Export-Ready Agricultural Commodities: Scaling processing, packaging, and branding capabilities for structural surpluses, notably dates (99% self-sufficiency).

  1. Bilateral Facilitation & De-Risking Framework

The project offers a robust enabling environment designed to streamline market entry and mitigate operational risks for international partners:

Strategic Logistics Hub: Oman offers a direct gateway outside the Strait of Hormuz on major Indian Ocean shipping routes. Investors benefit from integrated multimodal logistics, world-class ports (Sohar, Duqm, Salalah), and Special Economic Zones offering competitive operating costs, tax benefits, and ready-built industrial infrastructure.

Dual-Market Financial Integration: Sohar International provides vital on-the-ground support with an approved representative office in Hong Kong and extensive commercial and investment banking operations in Oman. This architecture allows investors to access end-to-end deal structuring, project financing, and local counterparty matching through a unified financial partner.

  1. Proposed Partnership & Execution Models

MAFWR encourages flexible partnership structures to promote innovation, knowledge transfer, and sustainable production:

Joint Production & Processing Ventures: Establishment of shared-equity processing facilities and commercial farming operations within designated food-security zones.

Technology Transfer & AgTech Deployment: Integration of advanced systems including controlled-environment agriculture, desalination/water-efficient irrigation, and cold-chain logistics.

Off-Take & Trade Agreements: Facilitation of direct commercial supply contracts between Omani producers and buyers/distributors in Hong Kong and the wider region.

Research & Development (R&D) Collaboration: Joint scientific programs focusing on arid-zone agriculture, aquaculture genetics, and bio-security systems.

Human Capital & Capacity Building: Technical training initiatives designed to elevate operational efficiency and quality control standards across the sector.
