Romania Standalone BESS Programme – Phase 1 (16 MW / 32 MWh)
Strategic Global Business Manager at Doxy Tech Ltd

About
Doxy Tech Romania, together with local consortium partners, is developing a multi-year programme of standalone battery energy storage systems (BESS) in Romania.
Phase 1 comprises a 16 MW / 32 MWh liquid-cooled standalone BESS connected to the medium-voltage distribution network. The broader programme includes 12 projects exceeding 600 MW over the next three years, including an independently executable 260 MW pipeline targeted for delivery by the end of 2027, plus at least 500 MW of additional opportunities through consortium and local partners. Several anchor projects are in advanced planning and are expected to begin construction from mid-2027.
The programme supports grid stability, renewable-energy integration, peak shaving, ancillary services and reduced curtailment. Doxy Tech Romania and its partners provide EPCM, permitting, grid connection, construction, asset management and O&M.
We are seeking international Tier-1 BESS technology and OEM partners, EPC/turnkey partners, strategic co-investors and project financiers. Current market offers are approximately EUR 66–72/kWh CIF Constanta Port; more competitive pricing is sought in exchange for a long-term volume commitment and strategic cooperation. Public/EU grant and alternative-financing routes are being assessed. The cooperation structure is open to negotiation, including EPC/turnkey delivery, joint venture, direct equity investment, debt and blended financing.
