About me
Technological acceleration reshapes institutions. My work focuses on how they adapt. Artificial intelligence compresses time, while institutions absorb consequence. The core challenge is not technology — it is institutional structure.
I work on the design of large-scale data and AI systems at the national level, including leading the development of Smart Data Ukimet, alongside systems for risk governance and public-sector decision architectures.
My focus is on technological sovereignty: how states retain strategic optionality while engaging in global AI and digital ecosystems.
I contribute to AI governance and regulatory dialogue as an IVLP (U.S. Department of State) alumnus and member of the Ethics and Regulation Board of the Alliance on AI for Industry Center of Excellence.
Alongside applied work, I conduct research in computational complexity and structured algorithmic systems, with implications for next-generation AI. Ranked #2 globally as best innovator in public sector by GIMI.
